What is the electronic payment system?
Electronic payment system (ELAS) is an electronic payment form which allows to unite most bills and notifications about payments into one payment document and to pay such integrated bills by performing just one action. This system combines convenience and usefulness. The electronic payment system has been created for the residents to make online payments for the services provided by suppliers (energy, public utilities, telecommunications, cable television, apartment security services, kindergartens, etc.) as well as to make all other payments regulated by the state. The form of the electronic documents complies with the actual payment documents ("Pay-book", form f.4, and others), and the payment procedure does not differ from the usual procedure except for the fact that our system is more convenient and has numerous advantages.
What advantages does the electronic payment system offer?
Users may make payments for the services provided by suppliers as well as pay other fees around the clock from home or office, in another city or country;
Users save time since they do not need to queue or have cash on them;
ELAS contains all information about the fees to be paid for supplied services, rates, the previous data obtained from the meters and on the basis of which payments were made, service types, lists of service providers, payment codes, etc.;
Users may view all payments they have made for energy, communications and public utility services included in the electronic database starting from November 1994;
Users may make payments for services for several apartments even if the apartments are located in different cities.
How do you become a user of the electronic payment system?
ELAS may be used by all payers who have the following:
an account or a payment card (Visa, Visa Electron, Maestro, Eurocard/Mastercard) of one of the following banks:
AB bankas "Snoras",
AB DnB NORD bankas,
AB bankas "Hansabankas",
UAB Medicinos bankas,
Danske Bank A/S Lietuvos filialas.
an account at one of the following banks:
Šiaulių Bankas Vilnius Branch,
AB Ūkio bankas,
AB Parex bankas.
a payment card (Visa, Visa Electron, Maestro, Eurocard/Mastercard, VB card) of AB SEB bankas.
The payer has to conclude an agreement with "Informacinio verslo paslaugų įmonė" (sample of the agreement), by signing which he receives the payer's identification signature, and grants the company and the bank the right to write off from the payment card or bank account specified by the user a one-time payment for the amount submitted online by the user and confirmed by his identification signature;

In order to sign the agreement please have:
your passport;
bank payment card or the agreement signed with the bank regarding opening of an account;
payment codes on the basis of which the payer wishes to make payments to service providers.
How do you use the electronic payment system?
By clicking the button "Electronic payment system" on the website of the company the payer will get connected to the Electronic payment system (ELAS) and see the user's presentation window designed for both the payers who have concluded an agreement with AB "Informacinio verslo paslaugų įmonė" (registered ELAS users) and the payers who have not concluded the above-mentioned agreement yet (guest users, or visitors).
By clicking the button "guest users" guest users will have access to the parts of ELAS where they will be able to view the history of their payments or try a demo version of the payment process.
Registered users may use this button as well.
Having entered the payer's identification signature and clicked the button "Registered ELAS users", registered ELAS users will have access to the parts of ELAS where they can pay for the services the have chosen or view the history of payments they have made.
Guest users will not be able to use this button.
A detailed instructions page may be accessed in every window by clicking the "Help" button.

Note: real payments are made only in the part for the registered ELAS users and only after the payer has accessed the window "Confirm the payment" and has pressed the button with the specified amount.
Other information

AB "Informacinio verslo paslaugų įmonė" provides to the payers (under an agreement) printed information about payments (notifications), and the bank provides reports on payments for the services;

The electronic payment system is secure because the SSL protocol (an encoded way of data transmission) is used for data transferring, and payers confirm the data they enter with their unique identification signature;
In order to ensure security, high quality and efficiency of payments using cards, a special bank card authorization system, virtual payment module (VAM) , was developed by UAB "Penki kontinentai" .
